This should probably be status: Won't Fix. Mozilla answered the above bug report with a reference to <-https://bugzilla.mozilla.org/show_bug.cgi?id=1469335#c6> which cites <https://encoding.spec.whatwg.org/> as an authoritative reference saying windows-1252 is the preferred name for iso-8859-1. latin1, etc., and future releases will remove iso-8859-1 as a choice for 'western' encoding.
