Thank you for submitting this bug and reporting a problem with default encoding
in Thunderbird. You made this bug report over a year ago and there have been
several versions of Ubuntu and Thunderbird since then.
Could you confirm that this is no longer a problem and that we can close the
ticket?
If it is still a problem, are you still interested in finding a solution to
this bug?
If you are, could you run the following (only once):
apport-collect BUGNUMBER
and upload the updated logs and and any other logs that are relevant for this
particular issue.

Ubuntu 16.04
When composing or replying in Thunderbird, the default encoding is
Western (Windows-1252) regardless of the setting of Edit ->
Preferences -> Display -> Advanced -> Text Encoding.
It doesn't matter that the setting for Outgoing Mail: is "Western
(ISO-8859-1)" or "Western (Windows-1252)", either way the outgoing
message is windows-1252 encoded.
If the setting for Outgoing Mail: is "Unicode (UTF-8)", then the
outgoing message is utf-8 encoded, so that works. It is only "Western
(ISO-8859-1)" that doesn't work.
