I have just tested with Thunderbird 52.9.1 (64 bit) on Mac OS 10.13.6 and the same issue exists there, so this is not unique to Ubuntu. I have just reported this to Mozilla at <https://bugzilla.mozilla.org/show_bug.cgi?id=1477357>.

It doesn't matter that the setting for Outgoing Mail: is "Western (ISO-8859-1)" or "Western (Windows-1252)", either way the outgoing message is windows-1252 encoded. If the setting for Outgoing Mail: is "Unicode (UTF-8)", then the outgoing message is utf-8 encoded, so that works. It is only "Western (ISO-8859-1)" that doesn't work.
