I enabled usb-modeswitch logging in /etc/usb_modeswitch.conf, and tried again. After rebooting, the first plugin of the device (where it is not "switched" generates no log by usb-modeswitch at /var/log/usb_modeswitch*). The "second plugin" does generate a log, /var/log/usb_modeswitch.log).
So, it seems to me that usb-modeswitch is not being triggered at all the first time the device is plugged in (rather than usb-modeswitch being triggered and not succeeding in switching the device). If I plug the dongle (huawei E1692) the first time nothing happens: dmesg tells me that it is just mounted as storage device and I cannot see it in the network manager. So I unplug and then plug it a second time and everything is all right: the logs tell me that it is recognized as a modem and I can connect to the internet (I see it in the network manager). The same problem on kubuntu and on ubuntu 13.10 (fresh installation, no upgrade of previous release). No problem on the previous releases.
