UPDATE: I stand corrected. This E1690 modem is not "mode-switched" the FIRST time connected to the machine. Watching lsusb, the device just stays at its original ID of 12d1:1446 and never switches to 12d1:1001.
But if I unplug it and replug it, the 2nd, 3rd, 4th, times it is always correctly switched to 12d1:1001 and then "Mobile Broadband" is displayed in the Network Manager. It is only this "first time" it sits a 12d1:1446 and is not switched. If I plug the dongle (huawei E1692) the first time nothing happens: dmesg tells me that it is just mounted as storage device and I cannot see it in the network manager. So I unplug and then plug it a second time and everything is all right: the logs tell me that it is recognized as a modem and I can connect to the internet (I see it in the network manager). The same problem on kubuntu and on ubuntu 13.10 (fresh installation, no upgrade of previous release). No problem on the previous releases.
