This is affecting me also with a Huawei E1690 modem. It will be found by Network Manager only on "even" plug-ins (so, "not found" on 1st, 3rd, 5th plugins, but found on 2nd, 4th, 6th plugins). This is with Ubuntu 14.04 up-to-date as of 13 Feb, 2014.

If I plug the dongle (huawei E1692) the first time nothing happens: dmesg tells me that it is just mounted as storage device and I cannot see it in the network manager. So I unplug and then plug it a second time and everything is all right: the logs tell me that it is recognized as a modem and I can connect to the internet (I see it in the network manager). The same problem on kubuntu and on ubuntu 13.10 (fresh installation, no upgrade of previous release). No problem on the previous releases.
