It looks like /etc/X11/fluxbox/fluxbox-menu is generated from 
menudefs.hook and system.fluxbox-menu in the same directory, using
the menu package.

It's probably possible for me to provide my own frequently-used.menu 
file which would be a sibling of the Debian Apps menu.  Then it would be 
always up to date and would also work the same in all Window Managers.
How can I do that?

I guess I could write a dummy package which installs some menu entries 
in the "_Frequently-Used" category; but that would one level deeper in 
the menu hierarchy.
