It's hard for me to believe that your inbox provider's app (web or mobile) does not have a "reply all" feature. I would consider that below the minimum viable product for such a thing. You've told me off-list that you're using a screen reader so I appreciate it may not be easily discoverable, but I just can't imagine it not being there somewhere. Manually adding the list in to Cc: every time will work but is incredibly frustrating for you. If you can't make progress with mail.com then I'm sure there must be a better email service available to you.
