There is "Always show scrollbars" checkbox in settings (about:preferences).
As to the question in the subject, unfortunately Firefox does not have a
feature similar to Emacs where documentation strings are attached to
almost all defcustom user options and where users may add their own
comments why they decide to change default value. After all, it may
require enough resources to maintain this kind of docs.

May I suggest creative use of search engines.
Some efforts may be necessary to give higher priorities to hits from
bugzilla. Of course, general purpose search engines will not show what
you can find the the project dedicated code search service.
