It is up to you. If you believe that you really faced a bug, if you wish to help other users, and if you may afford it then you may spend several hours trying to figure out that it is not expected behavior and that it has not reported yet.
I just asked a question with hope that it is easy to try and that it may help to clarify the issue. Feel free to ignore it. I am neither maintainer nor developer of NetworkManager.
On a "server" I would expect that all ethernet connections are available for all users, so it does not depend on what user is currently active (logged in).
