It looks like the last maintainer upload for auto-complete was back in
2012 for version 1.3.1-2[1].  Anything happened after that was all NMUs.
So the package is practically orphaned.

auto-complete is on MELPA[2] (or stable MELPA[3]); markdown-toc also
(MELPA[4], stable MELPA[5]).

However, as Emacs has company built-in, I'd suggest migrating from
auto-complete to that, as practically most completion related packages
work well with company nowadays, and you don't have to deal with another
3rd party package.

As for markdown-toc, it was removed from testing because of [6].  So if
you cannot reproduce this issue using elpa-markdown-toc from sid, please
update that bug.
