This looks like the culprit: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1077096 But the maintainer hasn't dealt with it in 6 months. This package needs a no-change upload to rebuild it against dh-elpa
=2.1.5. This is because binNMUs cannot be used to rebuild arch:all
packages. IIUC literally all that is required is to reupload without any changes.
