I looked to see if I could simply load the elpa packages from emacs (M-x list-packages). Neither one is a stand-alone package. However, Markdown mode is available, and might contain markdown-toc. I didn't see any obvious candidate for auto-completion. I don't require them on trixie, and am willing to wait until it is released. I don't see an obvious workaround.
