IIRC, not even all versions of Acrobat Reader support encrypted PDFs, much 
less third party PDF readers, and the support that exists is extremely poor 
and unreliable even if you're using Acrobat.

So is rot13 to a lesser degree...if it works, go for it; you've certainly got 
an edge case on your hands...  :o)
