I don't understand what you mean by 'poorly supported'.

I totally agree that OpenPGP offers better protection and is a general
standard for encrypted mail. However it is not quite as universal as the
pdf format. I know quite a few people who have no means of installing
PGP on their corporate's computers, but who can view encrypted pdfs.
Pdfs might be less secure than gpg, but they are fundamentally more
secure than plain text.
