No, point releases of stable simply pack stable updates made since the previous point release, and the stable updates policy is "bugfixes only" (and even then).

Probably both. I wouldn't say that "minor releases (eg 6.x) of Plasma" are "the feature set remained consistent (no breaking change or major user experience modification)".
