No, point releases of stable simply pack stable updates made since the previous point release, and the stable updates policy is "bugfixes only" (and even then).

consider minor releases (eg 6.x) of Plasma to be "too much" of a jump forward, 
making them unsuitable for point-releases ?

Probably both. I wouldn't say that "minor releases (eg 6.x) of Plasma" are "the feature set remained consistent (no breaking change or major user experience modification)".
