Hi, Plasma 6.x releases are definitely *not* minor releases, check any of the upstream release notes.
They all introduce UI and workflow changes (and bugs) that are exactly what we don't want in stable. Like Patrick said the Debian policy is only to backport specific commits for specific fixes into stable.
