Can we have an agreed content for the "debian team" in Maintainer/ Uploader? What I'm currently missing is the ability to say: this package isn't QA maintained, but everybody is free to upload.

Maintainer: Debian <everyb...@debian.org>
Uploader: me and some others

Or ideally even without the Uploader field set, but currently that's a policy violation.

Than this could become the opt-in way of saying this within the /debian namespace.

+1. This way:

1 "collaboration" can be understood as simple coordination

2. all uploads can be framed as team-uploads

3. we don't have to care about NMUs and thresholds for this use-case

4. optionally, if there's consensus, anyone not interested in fully collaborative maintenance can still keep their packages in the debian namespace: imho personal namespaces as main Vcs are just ugly for maintaining official Debian packages in (they're better left for personal forks)

I'd approve a policy change that allows this.

Cheers!
