The way I envision it, is that people will ask for peer review before uploading to the NEW queue. One of the reasons is that we will provide CI pipelines and checklists that assist the preparation of the `debian/copyright` file, and once the maintainer has used that system, requesting a review will be only a few clicks away. At the moment I have the impression that ussing issues is the easiest way, but alternatively Merge Requests on the file that tracks packages and their reviews could work too.
