I like this idea, as an opt-in service to prepare for ftp-master review.

I've been doing at least 25 NEW uploads for the past months, and
debian/copyright is certainly the biggest manual time consumer for me.

I've learned some tricks to get it right, but I also rely on ftp-masters
to catch me when I miss something.

There are corner-cases where I would like to have a discussion about
some minor aspect, and I've been trying (although not always succeeding)
to not pester ftp-masters with these minor questions.

Having an opt-in service of people who want to perform ftp-master-like
debian/copyright review of a package would be helpful for me.  I don't
find posting to debian-legal serving this function, where the advice
received is often neither helpful or actionable.  Using debian-legal for
this discussion would be fine, maybe that makes it more contributory.

It would also be good to write down some of the finer rules on some
aspects of debian/copyright, such as how to deal with public domain
contributions, vendored stuff where there is a known copyright holder
but not mentioned in any file, how to deal with non-free DCO-like
statements, etc.
