Actually, I think this is a lot of the problem.
We did not migrate all the alioth content, only the repositories.
And so those of us who believe that content is important have already
been once burned.

Okay, but I want code reviews to be a place of permanent documentation.
I've had to do enough archaeology  into why software decisions were made
over the years that I believe permanent documentation is critical in a
transparent project for anything along that path.
I've had to do so to look into how security problems arose as well as to
look into issues with network protocol interoperability.
The discussion of why decisions were made and what issues were raised at
the time can be really important.

I actually suspect that we would be able to preserve salsa merge request
discussions more easily than alioth content.
But if I were convinced that merge request discussions were not a
permanent form of documentation I'd close down merge requests on every
package I could and tell people to use the BTS.
