Uhm, maybe that is implied by "next step", but just to be clear:

The proposal was to switch anyone-can-upload from opt-in to opt-out,
right?

Currently we have opt-in of anyone-can-upload for packages in the
collaborative debian section of salsa, but that does not imply that
anyone can do major restructuring of a package, which changes to
packaging workflow is.

Whichever step includes the new more aggressive attitude of permitting
major changes to a package without collaboration (or phrased nicer: with
only a system-wide "collaboration" of a standardization regime), please
state such evelation explicitly, so that when discussing we all agree on
what we are in fact discussing.
