We don't need new vocabulary and a new mailing list for this.
Let's use:
Maintainer: Debian developers <debian-devel@lists.debian.org>
Maintainer: Debian contributors <debian-devel@lists.debian.org>
(lowercase 'd' deliberate)
We could replace the LowNMU wiki list with this, right now.
It's the same as "Debian QA team" but it signals active maintainance by
at least one of the named uploaders.
We could do this independently of any other ideas about
dont_touch_my_package. Incremental steps.
