It makes packages that built fine before now fail to build.  I think
that's pretty bad.

I guess I'll work around this by just using native packages instead,
since they seem to map better to the case of keeping packaging in a VCS
and using 3.0 (quilt) (and to some extent non-native 1.0) effectively is
like trying to use two VCS-es at the same time, which does cause grief.
