I don't think the purpose of your question is concluding the debate, I think it just tries to enforce your point of view by presenting your goal as an accepted premise.
It still looks like an interesting question to me, and attributing second motives to it is just bad rethoric. But the lack of answers looks quite like a "no".
What are you asking for ? We need clear specification of such new init(8) system. One possible implementation (or call it reference implementation) might be systemd.
