Well, if they're updated using apt-get and downloaded from the web, they're not really read-only, either. "Read-only", in the context of the FHS, regards normal operation. If the data files are not modified by normal processing of the of the binaries, and mount /usr read-only causes no problems for those binaries, then the data is read-only. If you are going to count installation, then nothing is read-only.
