That's the crux of the matter. The current situation is broken because it makes it difficult to add extra patches to the kernel-source package without removing the entirity of the Debian patch, not because the kernel-source package isn't vanilla. There is no good reason for the grsec patch to require a vanilla kernel tree, merely one that is slightly less patched than the current Debian one.
