libguile9 has not actually been removed from unstable; see http://packages.debian.org/cgi-bin/search_packages.pl?searchon=names&version=all&exact=1&keywords=libguile9. Perhaps the maintainer should file a request with the FTP masters to have it removed, at which point the bug will be automatically closed.
