picard-tools breaking on Ubuntu is just the symptom. I see now that my raring chroot is acting opposite from my sid chroot. In Ubuntu, the two filenames in debian/links are in the wrong order and the snappy .jar is missing unless I build it with the filenames reversed. In Debian, the .jar is missing if the filenames are reversed. I don't know much about how debian/links works so I think we may need to ask for help about figuring out the right way to fix this.
