Can you please provide a build log, I'm not able to reproduce this
issue in a clean chroot, not even a warning during the build process.

There is a misunderstanding here: po4a provides a perfectly fine UTF-8
SGML file.

That won't work: even Latin-9 is not suitable for French, see e.g.
“in?ud” instead of “inœud” in the 11th footnote of the HTML document
once applied your proposed patch.

Furthermore, the HTML files generated after applying your patch have
their name changed (*.fr-fr.html instead of *.fr.html).
