That won't work: even Latin-9 is not suitable for French, see e.g. “in?ud” instead of “inœud” in the 11th footnote of the HTML document once applied your proposed patch. Furthermore, the HTML files generated after applying your patch have their name changed (*.fr-fr.html instead of *.fr.html).
