This was due to a mixture of Latin-1 and UTF-8-encoding. Apparently, most files are encoded in Latin-1, but fr.po is (in its translation part) UTF-8. po4a then mixed Latin-1 with UTF-8 into one file, so no matter how further processing went, something would go wrong. I have changed po4a.cfg to define local files as latin-1, too. The generated file is now entirely Latin-1 and not mixed. Further down the road, the debiandoc2<latex-stuff> scripts need to know that the files are Latin-1, not UTF. I have changed the mapping in the Makefile for that. Since changes in the po4a configuration file invalidate all derived documents, I added it to the prerequisites.
