The debconf question also says:

This makes it at least high if not critical. And either the default should be
no, or this note should be changed. If eventually insserv works well enough I
don't mind a lower priority, but with all the scripts having incorrect
dependencies and insserv not really being able to uninstall its changes, this
is very critical IMO.
