There is a medium priority debconf question being asked.  The default
is set to convert if the testing indicate that it is safe to convert,
and the default is set to not convert if there is a problem.  If one
answer to do the conversion even if the testing indicate that it is
not safe to convert, a new test is done and the conversion is _not_
done if problems are still detected.  I suspect we should increase the
severity of this question for upgrades.  The question and conversion
code is going to be moved from insserv to sysv-rc in the next upload
of insserv and sysvinit.

#541604 make the point that there is no use in asking if it isn't safe
to convert, and I agree.
