(small) group of users, I guess.
KDE should already provide the agent.

I'm not sure I'm interpreting you right. I don't know PolicyKit and how the dependencies should be, but if you're saying that KDE should be changed so that it provides a PolKit agent, that would need to be a fairly low level dependency (apper depends on kdebase-runtime). If you're saying PolKit agents should be optional, that will be difficult.

Also, even an issue is truely fixed, valid reports should not be closed this
way, see http://wiki.debian.org/BugsVersionTracking

is handled and then change the Apper pkg (or not). Some people might
not want the PolKit agent.

This might not be a bug in Apper. However, if the bug is not in the affected package, the report shouldn't be closed versionless any more, it should be reassigned to the faulty package. See also http://www.debian.org/Bugs/server-control#affects

You need to have polkit-kde running to make use of this... Can you
check if it is running? And if not, usually a restart (or
logout-login) should do it.
This problem is typical for not having a PolKit agent installed&    running
:P

It must not have been running. apper is working fine as my user now.
Rebooting must have fixed it.
