Okay. This might be a problem in the KDE metapackage, which should
ship the Polkit agent.

Regarding KDE, kde-workspace-bin, a dependency of kde-plasma-desktop, recommends an agent (rec: polkit-kde-1 <http://packages.debian.org/sid/polkit-kde-1> (>= 0.99) or policykit-1-gnome) <http://packages.debian.org/sid/policykit-1-gnome> However, this is only a recommendation, and even then, apper does not depend on kde-workspace-bin.

To make sure that it is installed in next releases, I'll make Apper
recommend it.

A recommendation is not necessarily followed, so although it may reduce the occurences, it cannot ensure the system will be available.

Also, even an issue is truely fixed, valid reports should not be closed this way, see http://wiki.debian.org/BugsVersionTracking

Hi!
You need to have polkit-kde running to make use of this... Can you
check if it is running? And if not, usually a restart (or
logout-login) should do it.
This problem is typical for not having a PolKit agent installed& running
:P

It must not have been running. apper is working fine as my user now.
Rebooting must have fixed it.
Thanks
