Yes, but depending on the PolKit Agent would not be wanted by a
(small) group of users, I guess.
KDE should already provide the agent.

Yes, but this is not a bug in Apper - I'll ask the KDE team how this
is handled and then change the Apper pkg (or not). Some people might
not want the PolKit agent.
