Right, these devices are usually not needed for compiling software.
However, the instructions in the Debian Reference are not about pbuilder
chroots, which are usually built using "pbuilder create".

I was talking about chroots used for manually building packages
including testing i.e. running them. And then you will most probably
need some more devices (as described in the previous messages),
especially if you plan to install an X server.

I just used sid debootstrap to create a sid chroot and it contained
/dev/MAKEDEV.

Do you plan to maintain a list and to add an instructions for each
needed device? The generic target might create some devices seldomly
needed, but I guess many people prefer some unneeded devices instead of
tracking down missing-device problems (which sometimes as in the case of
/dev/ptmx are difficult to find out). Experts still can create their
devices manually ...

Anyway, proceed as you like.
