I used backported cdebootstrap.   makedeb package was not installed thus
no MAKEDEV.  So this may be separate issue.  I am wondering why?  
... I see makedev seems to be installed for FLAVOUR="standard" and 
"bootable" but maybe not for "build" which I used.  And I see it run
MAKEDEV command for bootable FLAVOUR through installing
cdebootstrap-helper-makedev.deb. Hmmm...  You are 100% right.
