Your understanding is flawed by your imense bug filing and getting
confused yourself about what you actually filed.

Bugs are forwarded upstream when they are upstream bugs. This one
though is no bug but it works as designed and documented, gl-setup takes
the basename of the pub key file as admin name.
This will be my last reply to you on this issue, unless you make me
need to close it yet a fourth time again.
