There should not be a dependency, because the facility to run init scripts at boot time is always guaranteed to be available (currently by having sysvinit "Essential: yes", although this detail may change in the future). If the user removes sysvinit without a suitable replacement, git-daemon not starting is the least of their problems. > (not sure about systemd).
