what, to allow system administrators to provide their overrides in
that file without getting a conffile question from dpkg when they
upgrade.

If the file is included and if the admin doesn't change the file, it
gets updated with newer packages without prompts, no? If (s)he does
change it, (s)he's informed about possible changes to the file.
For me, the file doesn't have to be included in the package.
