Right, this is the situation: the 6.x approach is not to use a global
/etc/fbpanel configuration, it uses the one at /usr/share/fbpanel/
instead, so the 'default' file you have on /etc/fbpanel is obsolete and
does not use it any longer. I'll think in a nice way to do this...

Well, what happens here is that fbpanel searches for a fixed set of
installed app's to get the icon images from them to show.
This is nicer than setting an arbitrary set of icons, because if you
have do have any of the apps listed on the fixed set, you'll get the
respective icon instead a generic one.

What I think it's happening in case you don't have any, is that it shows
a blank/undescriptive hiper-generic icon.
 Is that your case?  Just to check, can you install rxvt-unicode and see
if it shows it?
