Actually, these dependancies are required. If you read the blurb:

 This package is built to run i386 plugins, since there are no known
 binary-only plugins built for any other architecture.

The package in amd64 is a plain build with i386. It does not (yet) support
native wrapping, since the package has not yet been built to support that.

I have been working on and off on breaking the package out for native plugin
wrapping, however this has not yet been completed. The result will be an
i386 runtime package that does require ia32-libs* (and will probably rely on
ia32-apt-get given the recent unstable migration). And a native runtime for
wrapping native plugins.
