In cacti 0.8.6f-1 there is an error in
/usr/share/cacti/site/lib/snmp.php

On line 47 $snmp_community and $snmp_version should be $community and
$version respectively. This error causes pretty much all SNMP
functionality on cacti to fail. Bug does not seem to appear in the
upstream release, so I presume it's a Debian patch.
