I'm not certain, but I think this is caused by the same thing 317241, ie SSH daemon now claims to be sshd, not ssh, to pam, meaning that /etc/pam.d/ssh is not run, meaning pam_env is not run, so your locale is left as POSIX, not whatever /etc/environment specifies.
If this is the problem, then this bug can be merged with 317241. To test, Piotr needs to ln /etc/pam.d/ssh /etc/pam.d/sshd and see if non-ASCII text processing works again.
