They do. libparams-check-perl also gets removed, presumably because
the separately packaged version only exists in oldstable - although
for the same reason, I'm not entirely sure how / why it got in to
the list in the first place.

Yes, that should be correct. libparams-check-perl was removed from sid
before the lenny release but after the list was last updated. See
#498459.
