Yes, that should be correct. libparams-check-perl was removed from sid
before the lenny release but after the list was last updated. See #498459.

Packages not in sid aren't on this list because versioned dependencies
on those cannot be satisfied anyway, so they should get caught by 
archive-wide checks for uninstallable packages.
