Package: devscripts Version: 2.8.15 Severity: normal No news is good news -- most Debian packages do not have a debian/NEWS file, and this is not likely to change. So the fact that dch --news fails if debian/NEWS doesn't exist (and even if it's empty) makes it only useful for the minority of packages that do have news, and not useful for the more common case of adding a news file to a package that has none.
