If I have an existing debian/NEWS that has a news item for version 1.0-1
of my package, and my package is now at version 2.0-1, dch --news will
default to adding a new item to the 1.0-1 entry. dch --news -i will add
a 1.0-2 entry. It should be smart enough to realize you probably want a
news entry for the current version in the changelog, so one doesn't need
to do dch --news -v 2.0-1
