Every language uses different quotes! You cannot consider ''...'' to be proper quotes, right? Look into books (even English ones), you will not find ''...'' there. Common quotes are e.g. »...« or «...» but UTF-8 contains also quotes which look like ,,...'' (same for ''..'').
